Generally, companies wishing to hire foreign workers must apply to HRSDC for a Labour Market Impact Assessment before they may hire foreign workers.   That can be a complex process with significant possible implications for your company.   As of 30 Jun 2011, third party representatives assisting companies with LMO applications and communicating with Service Canada are required to be members or a provincial law society, notaries in Quebec, or members in good standing with the Immigration Consultants of Canada Regulatory Council. 

There are a variety of streams and programs under which foreign workers may acquire and apply for work permits wether is be under federal programs, NAFTA, GATS, or on of the various LMIA exemptions.
